Abstract

In the 2018 Urban Forum White Paper, Long-term Liabilities: Pensions, OPEBs and Infrastructure, authors Martin Luby, Gary Strong, and David Saustad from the University of Texas at Austin, discuss how local governments can create short-term savings by underfunding long-term liabilities such as pensions, post-retirement health care and repair and maintenance of fixed asset and infrastructure. But such practices cannot continue indefinitely without creating serious fiscal challenges for local governments.
