James Kessen, P.E. has over 30 years of experience in water resources engineering and has worked in both the private and public sectors. He is an engineer with the Lake Michigan Management Section of the Illinois Department of Natural Resources, Office of Water Resources. He has experience in a wide variety of areas including watershed planning, flood control studies, flood plain mapping, streambank stabilization, stormwater management system design, NPDES Phase II permit compliance, regulation of public waters, and the management of the Lake Michigan diversion.
