Kass and Clark contribute to a PA Times essay on federal aid allocated through ARPA
Amanda Kass, associate director of the Government Finance Research Center, and Molly Clark, a research assistant at the center, are two of three authors of an essay published by PA Times, the news outlet of the American Society for Public Administration. With Philip Rocco of Marquette University, they write about federal aid allocated through the American Rescue Plan Act and the challenges governments face to spend the funds.
